The U.S. Federal Bureau of Investigation disclosed that it infiltrated the BlackCat ransomware group, a Russia-based criminal organization also known as ALPHV. The FBI seized BlackCat's darknet website and released a decryption tool that hundreds of victim companies can use to recover systems encrypted by BlackCat ransomware. BlackCat briefly regained control of its darknet site in response to a message promising higher affiliate commissions of 90% and removing restrictions on targeting certain organizations like hospitals or nuclear power plants.

The FBI reported a record $12.5 billion in losses from online scams in 2023, up over $2 billion from 2022. Over a third of losses, or $4.5 billion, came from investment scams, many involving romance scams tricking people into fake crypto schemes. Reported losses from ransomware attacks also rose, from $34 million in 2022 to $59 million in 2023. The healthcare sector reported the most ransomware incidents of any sector in 2023. The FBI report shows the growing financial toll of cybercrime, but the true costs are likely higher due to unreported scams and attacks.

This research models the impact of a ransomware attack on the user’s trust, which in turn has an effect on their decision to pay the ransom or follow the guidance from the relevant institutions. The model shows that the effectiveness of the attack, the trust in the competence of the attacker and ransomware demands that are reasonable and easy to fulfill, positively influence the intention to pay the ransom. The initial institutional response, institutional trust and institutional solution influence the intention to follow the institutional guidance.Link to full paper (you need an AIS membership):https://aisel.aisnet.org/amcis2018/Security/Presentations/31/Reference:Zarifis A. & Cheng X.
